They do make a noise although not as loud as a rooster (hard to explain but, perhaps about a quarter to half of the noise?)

man look at the size of those asparagus lol. on another note do you breed your quails yourself and if so does the male make a racket like the chicken rooster does ?

Sounds like the rats are living in the house next door, and should be dealt with in an appropiate manner i.e. SHOT !
